What kind of cataloging record should be created when there's both an original state document still in existence, at an official site, and also an archived copy at a secondary site?

Here's an OCLC record that was created for a Federal document:

OCLC no. 138015095

This report still exists on a U.S. Senate server, and yet a PDF file has also been created and deposited in an OCLC Digital Archive server. This record provides an example of how one might catalog similar documents.
